Like so many artisan fermented foods the "best before" dates are conservative. As with all unpasteurised fermented foods, this is a living product that will continue to develop in flavour and complexity.
Whether the product is too fermented or not depends on personal taste - when it tastes too strong for you use it to make Korean Hot Pot, pancakes or soup.
